I have a file where it is mentioned that one plot with the plot number and street number on my name. But there is no idea for map and when they will give exact possession of plot, because before me there are lot of people those purchased different files in same scheme from last 10+ years but not yet get possession and don’t have exact idea till when all of us get it.
Based on what you said, at the moment you do not need to pay Zakat on the plot. If you have acquired the plot for the intention of resell then once you get possession of the plot you will include its value in your Zakat calculation.
